Education is unusual in that nearly every lever is visible to people who will object to it. That is not a reason to avoid the lever — it is a reason to sequence it properly and be able to explain it. A defensible decision explained badly is indistinguishable from an indefensible one.

The enrolment cliff is arithmetic, not a forecast.

The demographic decline is already recorded in birth data. Institutions planning on a recovery are planning on something that has not been observed and cannot arrive for at least eighteen years.

That makes this a cost and portfolio question rather than a marketing question. It is also a question that has to be answered in public, to people who will object — which is a sequencing problem as much as an analytical one.
